In continuation of my telegram of the 11th instant in reply to your telegram of the 2nd instant, concerning the alleged delay caused in the Naval Yard Extension by quarrying restrictions, I have the honour to transmit for your information a copy of the correspondence noted in the attached list, from which you will observe that the Quarries instead of being leased en bloc were put up to auction in such a way as to afford Messrs. Punchard, Lowther and Company an opportunity of acquiring rights over a portion of the quarries but those gentlemen were not willing to pay the price necessary so failed to secure those rights.
However, on the 21st of last June a letter, of which I enclose a copy, signed by Messrs. Punchard, Lowther and Company, the Hongkong and Whampoa Dock Company, the Hongkong Land Investment Company, the Humphreys Estate and Finance Company, Messrs. Jardine, Matheson & Company, Messrs. Butterfield and Swire, Mr. V. Danby, Messrs. Shewan, Tomes and Company, Leigh and Orange, Palmer and Turner, and Mr. Owen Ordish was forwarded to this Government dealing with the question of the Quarry Fams, and this letter
